Apparently Facebook doesn't understand that searching library holding means you are searching a database, not the WWW. Take note that Amazon.com is allowed to have an application, so libraries should be allowed to, too. This morning Ken Varnum of the University of Michigan managed to get his library application approved after two rejections.
